rsct ctrmc daemon cannot reach the HMC on port 657.

Run /usr/sbin/rsct/bin/rmcdomainstatus -s ctrmc to see HMC peers.

Check lssrc -s ctrmc and lssrc -ls IBM.MgmtDomainRM for state.

Recycle RSCT with /usr/sbin/rsct/bin/rmcctrl -z then -A then -p.
